Coconino County Community Development (Building Division) issues building permits for the unincorporated county. Apply through the county's online permit portal (SmartGov): register, choose My Portal, Apply Online, then the Building Division and the permit type. Only PDF files are accepted, and plans must be complete within ten working days of submittal or the application is canceled. Small like-for-like work (service panel up to 400 amps, water heater, mechanical change-out, wood stove, yard lines, demolition) can use the Residential Self-Issue permit, which is paid online without plan review.
A plan review deposit is collected when plans are submitted and deducted from the total at issuance; deposits are non-refundable. Manufactured and factory-built homes get only a county site plan review and setback inspection; the Arizona Department of Housing permits the home itself. Commercial projects need a pre-construction meeting with building staff before applying.
