New Florida Building Permit Fee Schedules for 2026

Florida cities and counties have been adopting new building permit fee schedules at an unusual pace in 2026. Of the 410 Florida jurisdictions this site covers, 107 in 35 counties now carry a fee schedule that took effect on or after July 1, 2026, and 48 have a change adopted or under consideration that their page here does not yet reflect. This page lists both, with a link to each jurisdiction's sourced fee page and calculator, where you will find the current schedule, the official document it comes from, and the date we last verified it.

Why so many Florida fee schedules changed in 2026

Two things drove the wave. The first is Florida House Bill 803 (chapter 2026-63, Laws of Florida), whose fee provisions took effect July 1, 2026. It bars inspection fees based on a project's total cost, requires permit fee reductions when a licensed private provider handles plan review or inspections, and exempts some small residential jobs from permitting. Schedules built on percent-of-value inspection fees had to be rewritten, and many jurisdictions used the occasion to restructure their fees entirely. The second is the budget calendar. Florida cities and counties run on a fiscal year that starts October 1, so fee resolutions are often adopted alongside the budget in September and take effect on October 1. A schedule you looked up in the summer may already be replaced.

Check the linked page before pricing a job there, since a quote built on the old schedule may no longer match what the building department charges.

Fee changes adopted or under consideration

These jurisdictions have a fee change on the way that their page does not yet reflect: a schedule adopted but not yet in effect or not yet published, a vote that has been scheduled or held without a published outcome, an announced update, or an annual adjustment not yet posted. Estimates on their pages use the schedule in force today until the change is confirmed.

  • Apalachicola (Franklin County): Apalachicola has scheduled adoption of a new fee schedule (Ordinance 2026-04) with fees effective October 1, 2026. Several residential fees are set to increase, including roof permits from $100 to $200. Fees shown reflect the current schedule. Official notice
  • Bartow (Polk County): The Building Department has proposed a comprehensive update of this fee schedule, noting its fees have been unchanged for more than 25 years. Watch for a new schedule in the coming months. Official notice
  • Belle Isle (Orange County): Belle Isle's proposed fee schedule for October 1, 2026 adds an engineering review fee of 10% of the permit fee ($150 minimum, $1,500 maximum) on every permit and raises several trade base fees. It was on the September 23, 2026 council consent agenda; estimates use the current schedule until adoption is confirmed. Official notice
  • Bonifay (Holmes County): Holmes County's Building Department, which issues permits in Bonifay, has announced that, effective October 1, 2026, plan review fees will be $300 for residential and $500 for commercial permits, due at submittal.   • Boynton Beach (Palm Beach County): New Building Division fees adopted September 8, 2026 (Resolution R26-152) take effect with the city's 2026-2027 fiscal year beginning October 1, 2026. Estimates on this page reflect the schedule in force through September 30, 2026. Official notice
  • Daytona Beach (Volusia County): Daytona Beach is waiving permit and inspection fees for eligible commercial and residential projects through January 31, 2027. The fees shown here are the city's 2025-2026 schedule, which projects not covered by the waiver pay until the waiver ends; the city adopted a recalibrated fee schedule (Resolution 2026-269, August 19, 2026) that takes effect when the waiver period ends.   • Dundee (Polk County): The Town Commission is scheduled to vote on October 6, 2026 on a complete replacement building fee schedule. If adopted, the fees shown here will change. Official notice
  • Esto (Holmes County): Holmes County's Building Department, which issues permits in Esto, has announced that, effective October 1, 2026, plan review fees will be $300 for residential and $500 for commercial permits, due at submittal.   • Fort Myers Beach (Lee County): The Town Council considered a new fee schedule (Resolution 26-211) at its September 23, 2026 final budget hearing. It lowers base permit fees and adds separate planning review fees, and it takes effect when adopted.   • Fort White (Columbia County): Columbia County, which issues building permits in Fort White, is scheduled to vote on October 1, 2026 on Resolution 2026R-054, a new building and zoning fee schedule that would take effect January 1, 2027. It would replace the county's current valuation-based permit and plan review fees with flat application fees plus $180 per standard inspection.   • Frostproof (Polk County): Frostproof staff told the City Council in May 2026 that this valuation-based schedule must be replaced to comply with Florida HB 399 (effective January 1, 2027), and the Council directed staff to bring a new fee proposal. No replacement had been adopted as of September 28, 2026; fees may change before January 1, 2027. Official notice
  • Gulf Stream (Palm Beach County): Building permits for Gulf Stream are issued by the Town of Highland Beach. Highland Beach considered a new fee schedule (Resolution No. 2026-016) on September 24, 2026 that would raise the minimum building permit fee from $100 to $150 starting October 1, 2026, with per-$1,000 permit rates unchanged.   • Highland Beach (Palm Beach County): Highland Beach's current fee schedule is in force through September 30, 2026. The Town Commission considered a new schedule (Resolution No. 2026-016) on September 24, 2026 that raises the minimum building permit fee from $100 to $150 starting October 1, 2026; figures here will be updated when it is published.   • Holmes Beach (Manatee County): Holmes Beach considered an amended Master Fee Schedule (Resolution 26-08) at its September 22, 2026 City Commission meeting, and building permit fees may change. Confirm current fees with the Building Department before you apply. Official notice
  • Key Biscayne (Miami-Dade County): The Village Council has an item to amend the building permit fee methodology on its October 13, 2026 working agenda. Until a new schedule is adopted, estimates use the fee schedule effective March 1, 2022. Official notice
  • Kissimmee (Osceola County): Kissimmee adjusts these fees every October 1 by the CPI-U under Resolution 24-2025. Figures shown are the schedule effective November 1, 2025; the October 2026 adjustment may not yet be reflected. Official notice
  • Lake Helen (Volusia County): Lake Helen charges fees on Volusia County's schedule, which the county adjusts each October 1 under Resolution 2005-191; an updated schedule is expected effective October 1, 2026. Official notice
  • Lake Park (Palm Beach County): Under Florida HB 803, minor single family home work valued under $7,500 may not require a permit at all in Lake Park. Electrical, plumbing, mechanical, gas, structural and roofing work, and any work in a flood hazard area, still requires a permit. The Town requires a written exemption request before work begins. New fees adopted by Resolution 66-08-26 take effect October 1, 2026: the extra inspection and re-inspection fees rise to $130, and private provider reductions change.   • Lake Wales (Polk County): Lake Wales building fees rise automatically every October 1 under City Code Sec. 7-201(b), by June's annual CPI or 2.5 percent, whichever is greater. The city has not yet posted its October 1, 2026 schedule, so these estimates use the October 1, 2025 figures and may run at least 2.5 percent low. Official notice
  • Lighthouse Point (Broward County): On September 24, 2026 the City Commission took up a revised building permit fee schedule (Resolution 2026-2748) which the staff memo lists as effective October 1, 2026. It keeps the $125 minimum and the 1.35% valuation rate shown here, adds private provider discounts (20% residential; 25% or 50% commercial), and raises hourly review and re-inspection fees.   • Melbourne Beach (Brevard County): Melbourne Beach is preparing a new flat fee schedule to comply with 2026 Florida legislation that ends percent of value permit pricing on January 1, 2027. The current schedule below remains in effect until the town adopts the replacement, which the Building Official presented to the Town Commission on September 3, 2026. Official notice
  • Miami Shores (Miami-Dade County): Miami Shores considered a new Building Department fee schedule on September 8, 2026 (per-square-foot permit fees, new minimums); whether it was adopted is not yet published. Confirm current fees with the Building Department. Official notice
  • New Smyrna Beach (Volusia County): New Smyrna Beach adjusts its permit fees by CPI each October 1 under the schedule's own annual adjustment section; an updated schedule is expected effective October 1, 2026. Official notice
  • Newberry (Alachua County): Newberry's Fiscal Year 2026-27 fee schedule (Resolution 2026-42, presented for adoption September 14, 2026) applies to permit applications received on or after October 1, 2026. It adds a $45 administrative fee on all permits and new plan review fees, and changes several permit fees. Estimates here reflect the schedule in effect through September 30, 2026. Official notice
  • Noma (Holmes County): Holmes County's Building Department, which issues permits in Noma, has announced that, effective October 1, 2026, plan review fees will be $300 for residential and $500 for commercial permits, due at submittal.   • North Bay Village (Miami-Dade County): North Bay Village adopted this square-foot fee schedule on June 29, 2026 to comply with HB 803 and re-adopted it in its master fee schedule on July 28, 2026. At the June 29 meeting the Village Manager said any reimbursements due under a later revised schedule would be paid; no revision had been scheduled as of September 28, 2026. Roof permit estimates include the Village's 50% roof permit discount, which the prior fee schedule set to expire December 31, 2026 unless renewed. Official notice
  • North Lauderdale (Broward County): North Lauderdale Fire Rescue charges its own fire plan review and fire inspection fees on commercial and multifamily work (City Code Appendix F, Sec. 55); they are not included in these estimates. A replacement fire fee schedule is up for final adoption on September 29, 2026, to take effect October 1, 2026. Official notice
  • Ocala (Marion County): Ocala adopted an updated citywide fee schedule with its FY2026-27 budget on September 15, 2026. These estimates use the FY2025-26 schedule until the new fee pages are published. Official notice
  • Orlando (Orange County): The city has announced that it is reviewing amended permit fees required by Florida HB 803 and will post an updated fee schedule once approved. The figures shown are the adopted January 2026 schedule, which is still the schedule the city publishes as current. Official notice
  • Oviedo (Seminole County): Oviedo also charges a building technology fee that is not included in this estimate. At its September 21, 2026 budget hearing the City Council considered Resolution 4762-26, which would replace the valuation-based technology fee ($5.00, $25.00, or $250.00) with flat amounts from $10.00 to $300.00 by application type and square footage, effective on adoption. As of September 27, 2026 the city has not published minutes confirming the vote, and its online fee table still lists the old amounts.   • Ponce de Leon (Holmes County): Holmes County's Building Department, which issues permits in Ponce de Leon, has announced that, effective October 1, 2026, plan review fees will be $300 for residential and $500 for commercial permits, due at submittal.   • South Daytona (Volusia County): South Daytona's City Council held the final vote on September 23, 2026 on an ordinance that would replace the city's building permit fee table with the Volusia County fee schedule effective October 1, 2026; the outcome has not been published.   • St. Petersburg (Pinellas County): St. Petersburg is proposing a restructured building permit fee schedule with lower valuation rates, a new $75 per-inspection fee, a $15 technology fee, and plan review folded into the permit fee. A City Council committee endorsed it on August 27, 2026, but it has not been adopted. Estimates here use the fee schedule currently in the City Code. Official notice
  • Tallahassee (Leon County): Tallahassee building permit fees adjust each October 1 by the annual CPI increase (Land Development Code Sec. 3-180(b)). Estimates show the fees effective October 1, 2025 until the city posts its October 1, 2026 schedule. Official notice
  • Unincorporated Brevard County: Brevard County's commercial Fire Prevention Review fee is scheduled to change to $56.00 plus 0.35% of job value on October 1, 2026 under the FY 2026-27 fire rates resolution heard August 25, 2026; adoption is not yet confirmed in posted minutes.   • Winter Garden (Orange County): Some single family projects under $7,500 no longer need a building permit. Under Florida HB 803, effective July 1, 2026, Winter Garden exempts certain minor residential work such as painting, floor coverings, interior trim, cabinet replacement on unchanged utilities, and roof repairs under 100 square feet. You must submit a Single Family Dwelling Permit Exemption Request and have it approved before work begins. The exemption does not cover any electrical, plumbing, mechanical, gas or solar work, roofing, siding, windows, exterior doors, structural work, or any property in a flood hazard area. Since late September 2026, new buildings and additions also need a separate city Zoning Compliance Review (Ordinance 26-26), with its own fee set by a resolution the City Commission has not yet adopted. New fee schedules since July 1, 2026, by county

Each entry shows the date its current schedule took effect. A city that has its building permits handled by another jurisdiction uses that jurisdiction's schedule, and the entry says so.

These jurisdictions' schedules took effect before July 1, 2026, but we found evidence that they were adopted or affirmatively re-confirmed on or after the law's effective date, so they are current under HB 803 even though the fees did not change.

How to check whether a fee schedule is current

Every jurisdiction page on this site names the official fee document it uses, links to it, and shows the date we last verified it. We re-check every live source weekly against the jurisdiction's own publications, and when a new schedule is adopted but not yet in effect, or a revision is pending, the page carries a notice above the fee schedule. A schedule that predates July 2026 is not necessarily out of date; many jurisdictions have not changed their fees. Before you bid a job, it is still worth asking the building department whether a revision is pending.

Common questions

Did Florida permit fees go up in 2026?

It depends on the jurisdiction and the job. HB 803 pushed schedules away from percent-of-value inspection fees toward flat fees per permit type or per-inspection pricing. That tends to lower the fee on high-value jobs and can raise it on small ones. Compare your jurisdiction's current page against your last permit rather than assuming a direction.

When does a new permit fee schedule take effect?

On the date the adopting resolution or ordinance sets. In Florida that is often October 1, the start of the local fiscal year, but schedules adopted in response to HB 803 took effect throughout the summer. The date on each entry above is the effective date we recorded from the official schedule.

How do I find out whether my city's permit fees changed?

Are the estimates on this site the final fee?
