Ocoee issues building, electrical, mechanical, plumbing, gas, and roofing permits through the Development Services Department's Building Division. Apply online through the city's permitting portal at permits.ocoee.org, or in person at City Hall, first floor, 1 North Bluford Avenue. Electronic documents must be PDF (1.4 through 1.7, PDF/A-1 or PDF/A-2), submitted through the online system or on a flash drive. The city publishes trade specific fee calculation sheets, and a subcontractor authorization form is required for each sub permit. A permit is not issued until fees are paid. Inspections are scheduled through the portal; inspectors take calls 7:00 to 8:00 am weekdays at 407-905-3104. After hours inspections must be requested in writing 48 hours ahead, four hour minimum. Private providers under section 553.791 must be registered with the city first, with the notice to the building official filed with the application or by 2:00 pm two business days before the first inspection. From July 1, 2026 the city implements HB 803 exemptions: file an Exemption Application and obtain a Zoning Verification Letter before starting exempt work.
