Some single family projects under $7,500 no longer need a building permit. Under Florida HB 803, effective July 1, 2026, Winter Garden exempts certain minor residential work such as painting, floor coverings, interior trim, cabinet replacement on unchanged utilities, and roof repairs under 100 square feet. You must submit a Single Family Dwelling Permit Exemption Request and have it approved before work begins. The exemption does not cover any electrical, plumbing, mechanical, gas or solar work, roofing, siding, windows, exterior doors, structural work, or any property in a flood hazard area. Since late September 2026, new buildings and additions also need a separate city Zoning Compliance Review (Ordinance 26-26), with its own fee set by a resolution the City Commission has not yet adopted. How to Apply for a Permit in Winter Garden

Winter Garden issues building, electrical, plumbing, mechanical, gas and roofing permits through the Building Division of the Community Development Department at 300 W Plant Street. Almost everything is filed online through the city's BS&A portal, where you submit the application, upload plans, and track review comments. Contractors and design professionals need a BS&A account; homeowners do not. Since January 1, 2026 the Building Department no longer takes walk in permit submittals from contractors, so contractors must file online. Walk in service is still available to owner builders, and state law requires an owner builder to sign the application at the permit counter, where a permit technician will notarize the signature at no charge. The permit counter closes at 4:00 pm every weekday. Commercial projects need approval from Planning and Zoning, Engineering, Fire and Utilities before a building permit application is taken, and commercial plan review (50 percent of the building permit fee) is due at submittal. New single family homes are valued at total square footage times $165.67 using current ICC data, so the city's valuation may exceed your contract price. Schedule inspections through the BS&A portal or the automated line at 407-656-9970; fire inspections must be booked at 407-877-5175 extension 6399 with 24 to 48 hours notice. For anything else call 407-877-5136 or email permits@cwgdn.com.
