New Smyrna Beach issues its own building permits through the city's Building and Inspections Department. Contractors apply online through the city's EnerGov Citizen Self Service portal, which is open 24 hours a day, though applications are processed only until 3:00 p.m. Monday through Friday; register for an account before starting a permit application. Homeowners can use the portal to review permits, schedule inspections, check inspection results and pay fees, but a homeowner applying for a permit on their own behalf applies in person at the Building Department at 210 Sams Avenue. Once your permit is approved, inspections are requested through the portal and are performed between 7:00 a.m. and 3:00 p.m., Monday through Friday. Half of the permit fee is due up front as a plan review payment and that portion is not refundable.
