Orange City issues its own building permits through the Development Services Department at City Hall, 205 East Graves Avenue; Building Department services including plan review and inspections are provided under contract by PDCS LLC. You can apply online, in person, or by email: complete the Building Permit Application PDF, then upload it with your checklist and supporting documents through the city's Online Building Permit Submission form, bring it to the Building Department, or email it to buildinginspections@orangecityfl.gov. Applications are not accepted after 4:30 pm. Plan review fees are due at plan submittal, separately from the permit fee, and the city sets valuation from the ICC building valuation data, so its figure may be higher than your contract price. To schedule an inspection, call 386-775-5438 or email buildinginspections@orangecityfl.gov by 3:30 pm for a next business day inspection; inspections run Monday through Friday, 8:00 to 11:30 am and 12:00 to 5:00 pm.
