Building permit fees and building, electrical, plumbing, mechanical/HVAC, and roofing permit fees for Highland Park, straight from the official fee schedule, with a free permit fee calculator below.
Building, plumbing, electrical, and other construction permits for the Village of Highland Park are issued and administered by the Polk County Building Division under an Interlocal Agreement between the Village and the Polk County Board of County Commissioners (signed by the Village September 15, 2023 and approved by the Board February 20, 2024), which applies the same rates and fees the County charges in unincorporated Polk County and supersedes the earlier 1999 and 1975 agreements. The County's $20 Land Use Fee is included in these estimates but may not apply to Village permits, since the Village handles its own land use sign-off; confirm with the County. See the Polk County fee schedule
In Highland Park, a building permit for a $50,000 remodel runs $404.22 in permit fees, a $20,000 re-roof $135.33, a $10,000 HVAC change-out $89.00, a $10,000 electrical panel upgrade or rewire $89.00, and a $10,000 whole-house repipe $89.00. Totals include the documented surcharges and minimum fees. Each figure is that single permit only: a job that combines trades, like a kitchen remodel with electrical and plumbing work, pays each applicable permit. Highland Park has no building department of its own. Building permits for Village addresses are issued by the Polk County Building Division under an interlocal agreement approved by the Board of County Commissioners on February 20, 2024, and the Polk County construction fee schedule applies. Start at the Village: complete the Village Permit Authorization Form and have it signed by the Village, and present two plot plans validated by the Village Commissioners. For a single family home on a platted lot the Village also requires a Certificate of Concurrency from the Village Commission first. The Village adopts its own schedule of zoning, plan review and administrative fees by resolution and does not publish the amounts, so ask the Village Clerk what Village fees apply at (863) 455-6518. Then apply through the Polk County Access Portal (Accela Citizen Access), or in person at the Building Division at 330 West Church Street in Bartow, which offers same day residential walk through permitting from 8 a.m. to noon. Schedule inspections through the portal or by text to (833) 856-0117.
