El Portal's Building Department takes permit applications two ways: online through the Village's electronic plan review portal, or as a paper set dropped off at the Building Department at Village Hall, by appointment only. Do not email plans; the Village says emailed submissions delay review. When your plans are approved, the Village contacts you with the permit fee, which you pay by credit card, and you then download the approved permit package. Inspections are done on Tuesdays and Thursdays between 10:00 a.m. and 2:00 p.m.; call by 4:00 p.m. the day before to schedule. The Village does not accept cash; pay by credit card, check, money order, or cashier's check.
